Cellular Account Transfer Procedures

Policy FN21 Non-Office Telecommunications Services (Formerly BS19)

A new Penn State policy governing cellular service, Policy FN21 Non-0ffice Telecommunications Services (formerly BS19) is being implemented.   This policy is set to be in compliance with Internal Revenue Service regulations regarding cellular phone service.  

If an employee requires cellular service for business purposes, the department and employee will determine which of the two options is the best for the particular circumstances and situation of both the department and the employee:

  • University-owned Cellular Plans/Devices
  • Taxable Allowance for Business Use of a Personal Plan/Device

Notes:

Currently both AT&T and Verizon Wireless contracts provide equipment upgrades every 10 months. If eligible for equipment upgrade, complete the upgrades PRIOR to transferring the service to a personal account. When porting or changing service providers (keeping your cellular number and changing to another cellular carrier), if there is a remaining term contract on the current service, an early termination fee may apply.

NOTE: WHEN PORTING SERVICE, YOU WILL NEED THE CURRENT BILLING ACCOUNT NUMBER FOR THE LINE OF SERVICE BEING PORTED.

Requests for cancellation of service should be emailed to ITSCSG@PSU.EDU and include cellular number, user name, and billing account number.  No forms are required for these cancellations.  A confirmation will be sent when the service has been canceled.

All University AT&T Wireless and Verizon Wireless accounts are noted that Penn State has approved/authorized transfer to personal service.   The following transfer processes are available:

AT&T Wireless    

1.   The cell phone user wishing to assume responsibility for the business account must call AT&T at 1-888-444-4410, option 2, option 5, between 8 am and 8 pm EST and provide the following information:

  1. Cell phone number
  2. Cell phone users name
  3. Business name
  4. Name of the person who currently receives the monthly statements
  5. Cell phone users home address
  6. Cell phone users social security number
  7. Cell phone users date of birth
  8. Cell phone users home and work phone numbers
  9. Cell phone users driver's license number and expiration date of the driver's license
  10. IMPORTANT - Please provide Penn State's Foundation Account Number 42751 to ensure that the individual account receives the Employee/Sponsorship discount.
  11. Please verify that all features are transferred from the University account to the Personal account.

2.   A credit check will be completed by AT&T while you wait on the phone.

3.   After the credit check has been completed, the new individual account will be created.

NOTES:   No early termination fees should be charged after the service plan is transferred from the business account to the individual account. The $18 transfer fee should also be waived (AT&T Representative should look at the Notes). 

If you are moving on to an existing AT&T account number, you may be told that the two accounts can not be merged due to different billing systems. You can request that they move all the lines to a new account number.

AT&T Wireless Retail Stores can also complete transfers. If transfer is completed in a retail store, a call to the Transfer of Service department is also required to complete change of responsibility and requires a personal credit check.

Verizon Wireless

The existing Verizon Wireless Corporate cell phone user wishing to assume individual Employee responsibility for the business account should fax or e-mail a completed Assumption of Liability Form (“AOL”) to Verizon Wireless.   Since all Penn State accounts have been authorized/approved to be transferred, only the end user's signature is required.   Fax the completed AOL form to: 412-266-3659 or e-mail completed form to: cranberrynsa@verizonwireless.com, subject line of e-mail: Penn State AOL.

When the Assumption of Liability Form is received, a confirmation is generated to the user and then a completion letter will follow.  The Penn State Employee discount will be added to the Employee’s account when transferred.

NOTE: When transferring a University account to a Personal family plan account which is receiving the PSU discount (GROUP ID: PSUEM), the request needs processed as "Reassign - Assumption of Liability" and then enter the existing account number or create a new account number (if applicable). This reassignment process needs selected by Verizon Wireless to prevent transfer issues.

Effective April 1, 2008, Verizon Wireless will allow Penn State employees to verbally transfer Penn State Corporate service to personal service by calling Verizon Wireless Customer Service, 1-800-922-0204. The signed Assumption of Liability from is not required using this process. However, employees will need to register their line to receive the 18% discount and it may take 1-2 billing cycles to receive the discount using this method.
