University Cellular Plans

AT&T, Sprint Nextel, T-Mobile and Verizon Wireless offer discounted service toPenn State. Most rate plans as shown on the carrier's web site are offered to all campuses, colleges and departments where service is available. In addition, carriers may have unique rate plans available to the University.

ITS is responsible for establishing University contracts for cellular voice/data services with cellular providers.  These contracts generally provide for discounts for both University and employee-owned voice and data services and equipment.   All requests for cellular services are made direct by departments to the providers and are not required to go through ITS.  If needed, contact the appropriate ITS Consultant for assistance on cellular service and equipment. 

How to Obtain Cellular Service and Equipment

NOTE: A new policy governing cellular service, Policy FN21, is being implemented. Please see the Cellular Account Transfer Procedures and Policy FN21 Non-Office Telecommunications Services (Formerly BS19). Requests for cancellation of service should be emailed to ITSCSG@PSU.EDU and include cellular number, user name, and billing account number. No forms are required for these cancellations. A confirmation will be sent when the service has been canceled.

Effective July 2009, AT&T Wireless and Verizon Wireless provide on-line access to view service rates and equipment and to place University liable orders direct.  No additional forms are required to be completed and orders are not required to go through ITS. 

Arrangements for cellular service at non-University Park locations are normally made through the Business Office or Operations Office at that location. The requesting location (usually the Director of Business Services) makes direct contact with the potential cellular service providers. The Campus Contacts Tables for AT&T, Sprint Nextel, T-Mobile and Verizon Wireless lists the appropriate contacts for each campus. Based on discussions about service and cost, a cellular service provider is selected for that particular service request. Each request should be treated separately. The

assigned to a campus is available to assist in the selection and purchase of cellular service and equipment.

Effective June 1, 2009, the Unlimited Allowance Mobile Broadband Data Usage is no longer available to Penn State.  All data cards assigned the unlimited plan, prior to June 1, will remain on that plan unless a change is requested.  Current plans are 5GB (5,120 MB) @ $59.99 (discounted $46.79) and 250 MB @ $39.99 (discounted $31.19). Overage rates are $ .05 per MB after allowance.

Data usage is tracked via VZAccess Manager and users may access and monitor data usage.  VZAccess Manager is the software that is downloaded onto your laptop or desktop in order to use the VZAccess service.

2.  On the top tool bar click on usage (you will see a large window of numbers)
3.  At the bottom you select a date range, select from your most recent billing cycle date to the current days date
4.  Below the date range you selected the total amount of sessions, megabyte usage, and time connected populates

 

VERIZON WIRELESS EXTRANET - ON-LINE PRICES AND ORDERING

Penn State Faculty and Staff can access Extranet to view voice and data rate plans and equipment discounted prices and also place orders for University liable service and equipment.

Wireless Local Number Portability

Wireless LNP provides the ability to change service providers within the same local area and keep the same cellular phone number. When a number is to be ported, the order will be issued to the new carrier, who will start the process of porting by contacting the current carrier. Orders must include the current billing account number and billing name and address assigned to the cellular service. Service should not be terminated with the existing carrier before initiating service with the prospective new carrier

If the current cellular service has a long-term contract, an early termination fee may apply. In addition, wireless handsets among different wireless service providers are often incompatible. A new phone may need to be purchased, even when retaining the same cellular phone number.


Personal Cellular Plans

AT&T, Sprint Nextel, T-Mobile and Verizon Wireless offer discounted service to University faculty and staff. AT&T and T-Moble offer discounted service to University students. Responsibility for personal services remains with the individual, not the University. University faculty, staff, and students who have existing cellular service with AT&T, T-Mobile or Verizon Wireless should contact their service provider to verify if they are eligible for discounts.

Currently, AT&T Wireless, T-Mobile and Verizon Wireless provide on-line access for cellular service. Faculty, Staff and Students can link to Penn State Personal Cellular Discounts at https://webapps.moc.psu.edu/cellular/personal.cfm for service and equipment rates and details.

NOTE: If you are a new employee and unable to access the Cellular Discounts site, please contact your OHR representative for assistance. There is a "short period" until all OHR processes are completed and the directory is updated that you may not have access.

Employees and students with existing service can register their lines for eligible discounts on-line at https://www.wireless.att.com/business/enrollment/ and can also be found on the right hand side of the Premier page under "Employee Discount Program." A $36 Enrollment Fee for each line of service under the account may be charged. The Enrollment Fee only applies to the primary line on a family plan and does not apply to new lines being activated within the first 30 days or going from University to personal service if added at time of conversion or within 30 days.

Employees can maximize their benefits and save by using the Extranet site and My Verizon.  New employee accounts and existing employee accounts should go to www.verizonwireless.com and register for My Verizon. Once registered, employees can upgrade phones through My Verizon on the My Services tab and avoid the $20 per phone upgrade fee now charged at retail stores.

When using My Verizon, employees have free access to Backup Assistant. This is a program used on existing phones to make a copy of your phone book and sync it to your new phone. This avoids the $10 phone book transfer fee charged at retail stores. There are detailed instructions on how to do this within My Verizon.
